Borderlands 4 is not a 21-step corridor. Four opening missions lead into three regional story branches, all three branches must close before Dominion opens, and the last seven chapters return to a fixed order. That structure is why different mission lists can look contradictory even when the names match.
Use this guide to identify your current story block, decide which branch to run next, and diagnose a side-mission counter that will not reach 98. It covers the base-game campaign and its cleanup systems; Story Packs, Bounty Packs, and raid walkthroughs are kept outside the 21-chapter list.

Evidence date: research was frozen on July 17, 2026. Checks covered Steam app 1285190, the official Borderlands site, Version 1.8 notes dated June 25, 2026, the live Steam achievement page, and readable mission and completion references. Steam lists the PC release date as September 11, 2025. Version 1.8 added paid Bounty Pack 3 and free endgame activities, but it did not turn those additions into chapters of the base campaign. Future patches can add activities, DLC missions, and higher endgame tiers, so use the Story filter in your current ECHO mission log as the final authority.
Separate the 21-story route from the 25-mission count
The clean campaign count is 21 story chapters. A 25-main-mission list reaches its larger number by appending four Ultimate Vault Hunter entries after Secrets of the Vault: Zane’s Firmware, Maurice’s Bounty, Big Encore, and Wildcard Missions. Those are part of the repeatable endgame ladder, not four more chapters on the road to the Timekeeper.
| Number you see | What it measures | How to use it |
|---|---|---|
| 21 | Base-game story chapters, including the post-battle chapter Secrets of the Vault | Use this to measure campaign progress and the route to endgame. |
| 25 | The same 21 chapters plus four named UVHM progression entries | Use it only when a reference deliberately includes the post-campaign ladder. |
| 98 | The Grassroots Campaigner side-mission target shown by the game | Trust the in-game challenge and Replay filters instead of forcing a manual title count. |
| 5 or 6 hidden | Five unmarked starters; six quests if Whack-A-Thresher, the marked follow-up to Breeding Daisies, is included | Check the five starters first, then verify that Mort’s follow-up appeared. |
This distinction also prevents DLC from polluting the base list. Story Pack 1 has its own campaign in the Whispering Glacier, and current Bounty Packs add separate narrative missions. They can appear beside the base-game work in a current client without changing the 21 chapters below.
The campaign order has one three-way split
The first four missions and the final seven are fixed. The middle ten missions form three self-contained regional chains. Their order on a numbered website list is only one possible arrangement; the real gate is completion of all three branch finales.
| Story block | Missions in local order | What closes the block |
|---|---|---|
| Opening: The Fadefields | 1. Guns Blazing 2. Recruitment Drive 3. Down and Outbound 4. A Lot to Process |
A Lot to Process exposes the regional phase of the campaign. |
| Fadefields branch | One Fell Swoop Rush the Gate |
Rush the Gate defeats the Fadefields commander. |
| Terminus Range branch | Shadow of the Mountain Crystal Brawl Dark Subject His Vile Sanctum |
His Vile Sanctum closes the Terminus Range story. |
| Carcadia Burn branch | Wrath of the Ripper Queen Siege and Destroy Unpaid Tab Her Flaming Vision |
Her Flaming Vision closes the Carcadia Burn story. |
| Dominion | 15. Rising Action 16. Another Day, Another Universe 17. The Falling Wall 18. Means of Ascent 19. Plan Z 20. The Timekeeper’s Order 21. Secrets of the Vault |
Complete the three regional finales to start Rising Action; finish Secrets of the Vault to close the base campaign. |
References disagree about the exact instant at which every branch starter becomes visible. One detailed mission table places the split immediately after A Lot to Process; several shorter lists describe the freedom as arriving after One Fell Swoop. The reliable test is the current mission log: after A Lot to Process, check the Story filter for One Fell Swoop, Shadow of the Mountain, and Wrath of the Ripper Queen. If fewer are exposed, finish the visible story objective and check again. Do not treat the website numbering as a command to abandon a branch that the game has already opened.

Choose the middle branch for a reason
There is no evidence-based universal “best” order for the three regional chains. A useful choice depends on what you want to unlock and how much unfinished work is already on each map.
- Stay in the Fadefields for continuity. One Fell Swoop and Rush the Gate make a short two-mission block after the opening. Clearing it gives you one finished region before the two four-mission branches.
- Open Carcadia early for current Version 1.8 activities. The official June 2026 notes say that completing Wrath of the Ripper Queen opens Moxxi’s Bottoms Up! bar. That is the access point for the free Circle of Slaughter mode and for the paid Bounty Pack 3 mission if you own it. You do not need to finish the rest of Carcadia merely to unlock those two current activities.
- Pick the region with active side chains when levels or gear lag. Visible side missions are designed to supply experience and rewards while you travel. Complete a local cluster, then return to that region’s story chain instead of crossing Kairos for one isolated icon.
Once Rush the Gate, His Vile Sanctum, and Her Flaming Vision are all complete, the choice disappears: Rising Action begins the fixed Dominion run. If Rising Action is absent, check those three finales before searching for a level requirement or an invented fourth regional boss.
Let story gates reveal side missions naturally
Saving all side content for the credits is possible because free roam continues, but it is inefficient for a first character. New missions appear as the story advances, and several quest chains cannot finish during their first visit to a region. A two-pass rhythm avoids both extremes:
- Unfog the route around each story objective. Standard side missions appear as blue exclamation marks once their part of the map is revealed.
- Complete nearby chains until they point beyond the current story state. When a follow-up does not appear, record the chain name and move the campaign forward rather than circling the same settlement.
- Recheck the region after its story finale. Faction and NPC chains can add later steps after a commander falls or Dominion events advance.
- Use the Replay menu for the final audit. Filter by location or mission name. It is more reliable than counting icons on a fully revealed map.
Several gates are especially useful for diagnosing a missing quest. Breeding Daisies can start after Down and Outbound, but its icon remains hidden until you help Mort. Whack-A-Thresher appears only after Breeding Daisies. Some Outbounder and Auger faction steps wait for later story events. The Dominion Fades District does not become available until Plan Z, so its side work cannot be cleared during your first arrival in the city.
Find the five unmarked starters
Most “97/98” problems are not solved by riding past every blue icon again. Check these trigger objects and encounters. The location descriptions below are based on readable walkthrough references; use the current objective marker after each hidden mission actually starts.
| Mission | Trigger | Dependency or check |
|---|---|---|
| Breeding Daisies | In The Howl, travel from The Launchpad to the lake on its western side and kill the Threshers below Mort’s rock. The mission icon appears only after that fight. | Down and Outbound must be complete. The quest remains available after the story. |
| Forgive Me | In southeastern Cuspid Climb, follow the river to its cave, kill the Badass enemy, and pick up the blue quest item. The route later points toward Zanzibart’s resting place in northwestern Stoneblood Forest. | The drop starts the mission; merely clearing the cave without collecting it is not enough. |
| The Neverending Quarry | Open the red weapon chest in the southeastern corner of Dominion’s Terminus District, near an ECHO Log. The trap and call start the mission. | The chest has no blue quest marker. |
| A Quarry of Epic Proportions | From the Frantic Scrawl fast-travel station in Terminus District, search the tunnel on the station’s eastern side and use its ammo vending machine. | Interacting with the machine starts the ambush; seeing it on the map does not count. |
| The Final Quarrel | After the two quarry ambushes, look just north of The Food Court Safehouse for an alley and use the dumpster at its far end. | The Neverending Quarry and A Quarry of Epic Proportions must both be complete. |
Whack-A-Thresher explains the six-secret wording found in one community guide. It is Mort’s second quest and appears near the end of Breeding Daisies after that mission is finished. It belongs in the six-quest hidden chain, but it is not a sixth unmarked starter: once its prerequisite is satisfied, the game marks it.
Audit 98 by category, not by a hand-written total
The World challenge asks for 98 side missions, but readable completion references report an apparent mismatch between that counter and the number of unique mission titles. One tested list found 96 unique names while specific completions advanced the tracker by more than one. Because that behavior can be patched or can differ by save, do not publish your own 96-title checklist as a replacement for the live 98 target.
Use this diagnostic order when the counter stalls:
- Open Missions, then Challenges, then World. Confirm the Grassroots Campaigner value on the affected character.
- Open Missions, then Replay. Filter by region and compare completed quest chains, not just isolated titles.
- Check the five unmarked starters. Then confirm that Whack-A-Thresher appeared after Breeding Daisies.
- Finish faction and Primordial Vault chains. These count toward the side-mission quota even though their map icons and rewards have their own identities.
- Do not farm Contracts for this counter. Contract-board jobs are a separate, repeatable system. They support their own 80-contract achievement but do not repair Grassroots Campaigner.
- Do not use the Claptrap total as proof that the 98 is complete. The five Claptrap missions have their own achievement and do not count toward the side-mission quota.

Mission availability is forgiving; achievement choices are less so. The game supports free-roam cleanup and mission replay, but completion references flag choice-sensitive achievement conditions inside Vend of the Line and Exit Through the Rift Shop. If achievements matter, make the required vending-machine sequence before buying the reward in the former, and use the non-lethal punch choice for Francis Oddman in the latter. A replayable mission does not guarantee that every platform achievement will retroactively repair the first choice.
Credits are the gate to the current endgame
The fixed Dominion block is not a point of no return for unfinished base-game missions. Continue from Rising Action through The Timekeeper’s Order, then finish Secrets of the Vault. Free roam remains available for side cleanup, while the completed campaign opens the account’s deeper progression systems.

The official endgame overview ties these systems to campaign completion:
- Ultimate Vault Hunter Mode unlocks after the campaign and raises difficulty through challenge sets and Wildcard Missions. This is where the four post-story entries behind the 25-count belong.
- Specializations begin earning account-wide progression after the main campaign.
- Firmware transfer becomes available after the campaign; moving Firmware destroys the donor item and replaces Firmware already on the target.
- Takedown at Hadron Abyss, added free in Version 1.8, requires the main campaign. The official guide recommends at least level 50 and starts the mission from a Raid Board in a major hub.
Circle of Slaughter is the exception to the full-campaign gate in the current client: it opens after Wrath of the Ripper Queen. Paid Bounty Pack 3 uses the same mission gate. Keep both activities outside the story count even if you play them before Rising Action.
A low-confusion route for one save
- Run Guns Blazing through A Lot to Process in order.
- At the branch split, expose the nearby side icons and complete Breeding Daisies if you pass Mort’s lake.
- Finish the Fadefields branch for a short first regional clear, or start Wrath of the Ripper Queen if access to Version 1.8’s Moxxi activities matters more.
- Complete the four-mission Carcadia Burn and Terminus Range chains in either order. Clear nearby side chains as you travel, but leave a chain when its next step is story-gated.
- Verify Rush the Gate, His Vile Sanctum, and Her Flaming Vision. Rising Action should then start the Dominion sequence.
- After Plan Z opens the Fades District, sweep that district’s side work. While you are in Dominion, also check the three Terminus District quarry triggers.
- Finish The Timekeeper’s Order and Secrets of the Vault. Use free roam and Replay filters for the 98 audit before treating UVHM, raids, or paid DLC as missing campaign chapters.
This route keeps every count attached to the system that owns it: 21 for the base story, three regional finales for the Dominion gate, five unmarked starters for the hidden sweep, and the live challenge tracker for the side-mission target.
